MINUTES OF A COUNCIL MEETING OF LONGPARISH PARISH COUNCIL
HELD IN THE COMMITTEE ROOM OF THE VILLAGE HALL ON
12 JANUARY 2004 AT 19.30

04/01   APOLOGIES

Apologies were received from Mr C Dewbury and Mr P Jones.

04/02   MINUTES OF THE PARISH COUNCIL MEETING OF 8 DECEMBER 2003

The Minutes were approved unanimously, and were signed by the Chairman.

04/03   MATTERS ARISING

There were no matters arising other than those on the current agenda.

04/04   PLANNING

04/04.1 Current Applications

TVN.08767/1 – Erection of conservatory and single and two storey side extension to create dining area, utility/boot room, outside store and first floor bedroom and en-suite bathroom and dressing room (amended scheme) – Orchard House, Longparish – Mr & Mrs J Evans

Mr Johnson introduced this application, and invited comments from callers and councillors.   Mr Evans explained the plans and the reasons for the changes.   Mr & Mrs Sawyer explained their objections.

Following detailed discussions, two proposals were considered:

FIRST PROPOSAL : Mr Barber PROPOSED and Mrs Jolliffe SECONDED that the Parish Council should offer NO OBJECTION.   With three votes for; four against, and one abstention, this proposal was lost.

SECOND PROPOSAL : Mr Bourne PROPOSED and Mrs Rowland SECONDED that the Parish Council should OBJECT in respect of the siting of the flue.   This proposal was carried with four votes for, and four abstentions.

In registering their objection, the Parish Council asked that more information be provided in respect of the positioning of the flue and expressed concern about the possibility of adverse effects, both visual and from fumes and possible noise upon the occupants of the adjoining property. The Council voted not to object to the change of specification for the roofing material from clay tiles to slates.

TVN.00867/8 – Erection of single storey extension to provide family room – (amended scheme) – Foxdale House, Andover Down, Longparish – Mr & Mrs J Trouw

DECISION: NO OBJECTION

TVN.04273/5 – Alterations to existing garage to provide door and stairs to the rear, with windows on front elevation and velux window in roof on the southeast elevations – Grebe House, Forton, Longparish – Mr M Dryden.

DECISION: NO OBJECTION

04/04.2   GO KART TRACK

Mr Barber reported that consideration is being given to the provision of a Go Kart track on MOD ground, close to the boundary between Longparish and Barton Stacey. Details are now on the Barton Stacey web-site. TVBC Planning has told him that a planning application would be required if the track were to be laid in tarmac – otherwise not. Cllr Neal will speak to TVBC enforcement officer, but drew attention to the possibility that permission might not be needed because of the '28 day rule'. ACTION Cllr Neal

04/04.3   REPORTS ON EARLIER TVBC APPLICATIONS

Turbine Barn – Refused

4, The Withies – Refused

Owl's Lodge – Refused – further testing required. (Mr Barber advised the meeting that no complaints of noise from Owl's Lodge had been reported to Environmental Health.)

4, Woodwalk Cottages – Mr Johnson will speak at the Northern Area Planning Committee meeting.   ACTION MJ

04/05   VILLAGE DESIGN STATEMENT

The Chairman reported that the VDS has now been printed.   The Parish Council wishes to record its sincere thanks to Mrs Darrah for her excellent work and dedication in the production of this document; they suggested that consideration should be given to the making of a presentation to Mrs Darrah.   ACTION MJ

04/06   FINANCE

The summary of Income/Expenditure had been distributed in advance, and was reported by the Clerk (Appendix A)

The Minutes of the Finance Committee meeting held on 8 January 2004 were approved and signed by the Chairman.

04/07   PRECEPT FOR YEAR ENDING 31 MARCH 2005

Following the recommendation of the Finance Committee, it was:

PROPOSED Mr Johnson; SECONDED Mr Streatfeild and agreed unanimously that the precept be held at the current year's level of £15,000.

04/08   OPEN SPACES

Mrs Jolliffe proposed that the Nancy Goodwin Bench and the new Picnic Bench be concreted into the ground for security. This was agreed unanimously, and Mrs Jolliffe was authorised to proceed with the installation.   ACTION JJ

The litter bin at by the skate ramp is not being emptied. Mrs Jolliffe has reported this to TVBC.

Noted that replacement of Cemetery paths is NOT included in the Finance Committee Budget estimate. The estimated cost is around £1700. There are insufficient funds in the Precept to cover this expenditure. However towards the end of the financial year it was noted that there could be funds still available, and the position will be reviewed at that time.

The Chairman has written to Middleton Estates regarding football field maintenance and other general matters.

04/09   ROADS & BRIDGES

A very successful meeting had taken place with Mr Steve Pellatt of Highways. A subsequent letter has been received by the Chairman and circulated to members with useful suggestions on most of the points, and a further meeting has been offered with Traffic Management – the suggested date is 21st January.

Playground ‘warning' signs will be installed on the road in the next six weeks.

A note on Parish Lengthsmen had been distributed by Mr Barber. Mr Bourne offered himself for nomination for this post, and his offer was gratefully accepted. Mr Bourne has set-up a team of seven   ‘litter pickers' to cover all the roads in the village. It was noted that extra ‘picking tools' will be needed, and fluorescent vests. Mr Barber reported that twenty vests could be purchased for around £70. Mr Bourne could obtain the necessary picking tools for approximately £50.

04/10   FOOTPATHS

Mrs Rowland reported that the new kissing gate will be installed on Saturday 17 January.   All are invited to attend, starting at around 09.30.

Noted that HCC Footpaths will service strimmers at no cost.

Work on the closed footpaths will be completed by the end of January.

A number of contractors are coming to assess the strimming of footpaths. Noted that there is a budget provision of £300 for this purpose. Noted also that ‘Greenways' deals with much larger paths, and would not therefore be appropriate.

The Village Walk has not yet been fully detailed.

04/11   COMMUNICATIONS

Invitations had been issued to the reception for new villagers on 29 January. Volunteers are needed to help with refreshments.   Mrs Clear kindly offered her services.   ACTION JC

04/12   VILLAGE PLAN

Unapproved minutes for the Village Plan meeting of 4 December 2003 were available.

The next phase of consultation was Focus Groups on issues highlighted by comments from the exhibitions.

04/13   SCHOOL/PLAYGROUP

The plans were being revised to take account of representations on parking but the formal Planning Application has not yet been received.

04/14   VILLAGE HALL

Mrs Jones reported that she is concerned about disabled access to the Village Hall.   Mr Barber reminded her that there are still Parish Council funds available should the Village Hall Committee wish to make an application.

04/15   CORRESPONDENCE

A summary of correspondence received was presented by the Clerk, and is attached as Appendix B.   In particular it was noted that the Parish Council would still wish to nominate a representative School Governor, should they be so invited.
