MINUTES OF A COUNCIL MEETING OF LONGPARISH PARISH COUNCIL
HELD IN THE COMMITTEE ROOM OF THE VILLAGE HALL ON 8 MARCH 2004 AT 19.30

04/36   MINUTES OF THE PARISH COUNCIL MEETING OF 9 FEBRUARY 2004

The Minutes were approved unanimously, and were signed by the Chairman.

04/37   MATTERS ARISING

There were no matters arising other than those on the current agenda.

04/38   PLANNING

04/38.1 Current Applications

TVN.05595/4 – Outline – Farm workers dwelling – Testwood Trout Farm, Longparish – Mr N K Jackson

Mr Barber and Mr Streatfeild declared non-pecuniary interests, but opted to remain for the discussion

After introducing the application, Mr Johnson (Chairman of Planning) invited the caller, Mr John Collins, to address the meeting prior to the discussion by members.

Mr Collins commented that:

  • The proposed site comprises water meadows, which are very soft.
  • The land is very marshy in heavy rain, and is therefore unsuitable for the building of a residential property.
  • Many ponds are omitted from the outline plan.
  • The keeper does not appear to be resident in the caravan on the site.

Mr Johnson thanked Mr Collier for his contribution, and discussion proceeded within the Council.

Cllr Neal noted that there is an agricultural tie house adjacent to the site, which is currently for sale; he believed that this would be suitable as an alternative.

Mr Johnson added that a dwelling would change the character of the site, and would also create a problem with the disposal of effluent – a sealed tank would be necessary.

Mrs Jolliffe reported that the application is proposed within a flood-plain area.

It was

PROPOSED Mrs Jolliffe; SECONDED Mrs Jones and AGREED (with the abstention of the two Councillors declaring interests) that the Parish Council should OBJECT to this application.

TVN.04960/2 – Erection of single storey front extension to provide extended study – Woodstock, Longparish – Mr S G Bevan

AGREED DECISION: NO OBJECTION

04/38.2   Reports on Previous Applications

TVN.08767/1 – Orchard House, Longparish – Noted that the NAPC is content with the revised application, and this will now be approved formally.

04/38.3    TEST VALLEY LOCAL PLAN – REVISED DEPOSIT DRAFT

Mr Johnson reported on the actions of the working party:

The Policy Document

  • The overarching policy is the sustainability of the countryside.
  • There is an opportunity for mixed development, including affordable housing, if demonstrated by the will of the people through the Village Plan.
  • Mr Barber and Mr Johnson suggest additional restrictions - for example,   limiting the size of housing; and not allowing for the purchase of smaller houses as holiday homes.

The Maps

  • Request justification for the new area in the Common
  • Object to the extension of the area on the school field

Overall, a couple of further changes are considered necessary, and Mr Johnson and Mr Barber will draft a further response.   ACTION JB/MJ

04/39   FINANCE

The summary of Income/Expenditure had been distributed in advance, and was reported by the Clerk (Appendix A). Noted that Village Plan meeting costs and expenses are paid for by Countryside Agency Grant.

Annual Audit – noted that Parish Council accounts must be approved by the July meeting.

Mr Barber has received an offer from a parishioner, Mr Julian Seidman, to join the Finance Committee. This is gratefully accepted.

The Chairman reminded members of the need to provide signatures to Lloyds Bank.04/07  

04/40   OPEN SPACES

Clean-up Day: Help is needed for 24 th April (10.00 to 13.00). Noted that much tree debris is in the river.

Mr Bourne recommended leaving the river to let it recover – this was agreed.

Mr Bourne reported that moles are ‘creating havoc' in the football field. Mr Johnson will ask a ‘mole catcher' whether he is prepared to help.   ACTION MJ

The Wickstead benches and slide parts are on order, and should be delivered by 19 th March.

Mr Barber reported the receipt of the Community Services help letter (see item 3 on the Communications list – Appendix B). Three possibilities were suggested: Firgo footpath, levelling of Britwell Priors footpath, and the Village Green area.   Mrs Jolliffe will investigate.   ACTION JJ

04/41   ROADS & BRIDGES

No meeting has yet taken place with Mr Mursell.   Mr Barber will arrange.   ACTION JB

Mr Bourne has prepared an advice note for Litter pickers, asking them to report, to him, any road problems they find

04/42   FOOTPATHS

Reported that the damaged bridge handrail has now been repaired by HCC.

04/43   COMMUNICATIONS

Nothing to report

04/44   VILLAGE PLAN

Proposals from the focus groups are now being evaluated.

04/45   SCHOOL/PLAYGROUP

Nothing to report from School Governors.

Mr Barber had arranged for a group comprising Mrs Gloria Goodliffe, Mr Jonathan Evans, Mr David Wright and Mrs Maggie Barber to discuss, with the architect, community use of the school hall. The school kitchen is, currently, the only available kitchen for events. This would be uneconomic for small functions, and the architect has offered a solution of the use of the Playgroup kitchen for coffees etc. This is under consideration.

04/46   VILLAGE HALL

Noted that Ms Alice Evans is to replace Mr Donald Sharpe as Treasurer of the Village Hall Committee.

04/47   TVAPC REPORT

A detailed report of the last meeting is given in Item 20 of Appendix main discussion point was the Parish Plan.   New subjects for the next meeting include Youth Parish Councils and Parish Lengthsmen.

04/48   CORRESPONDENCE

A summary of correspondence received was presented by the Clerk, and is attached as Appendix B. Noted Museums Roadshow offer (Item 5) – passed to Parish Plan Group. Order one copy of the Local Council Review.   ACTION CLERK

Prior to the adjournment, Mr Barber wished, on behalf of the members, to record his sincere thanks to Mr Johnson for his intensive efforts on planning matters.

There being no further business, the Chairman declared the meeting closed at 22.10.
