It was agreed that meetings of the Council will be held on the second Monday of each month during the present year, with the exception of August when no meeting will be held.

04/41               PLANNING

04/41.1 Current Applications

TVN.06175/2 – Rebuilding and alterations to existing outbuilding and construction of new barn to provide garaging and workshop – Mill House Longparish – Mr & Mrs J Barron

DECISION: NO OBJECTION but add the following comment, “This proposed development is a great improvement over the existing buildings. However a more modest footprint, set back further from the road, might be even more preferable.”

04/41.2    Reports on Previous Applications

Bee House on Chalk Pit   Hurstbourne Priors – This application has been rejected by Basingstoke & Dean P.C.

Go Kart Track – Test Valley Borough Council are investigating; Cllr Neal is dealing.

Owl's Lodge Bunds – a meeting is being set up between Mr Barber and Mr Johnson; and Mrs Winter and Mr Gregory of TVBC Planning to discuss procedures.

Outline – Farm workers dwelling – Testwood Trout Farm - REFUSED

04/41.3    Test Valley Local Plan

Nothing to report

04/42               FINANCE

The summary of Income/Expenditure had been distributed in advance, and was reported by the Clerk (Appendix A)

It was resolved that £5000 be transferred to the HCC investment account.   ACTION CLERK

The Finance Committee will meet at 20.30 on Wednesday 12 th May.

04/43       OPEN SPACES

Mrs Jolliffe reported that concreting for the installation of the benches in the playground, and the cemetery, will be undertaken on 24/26 May; the benches themselves are to be installed at 14.00 on 5 th June – starting at the playground.

The Parish Council has been asked to take over responsibility for the football field and its maintenance . However there is a problem with the eradication of moles – likely to cost around £300. After discussion, it was

PROPOSED Mrs Jolliffe; SECONDED Mr Dewbury and RESOLVED UNANIMOUSLY that the Parish Council shall assume responsibility for the Football Field, from Middleton Estates.

Mr Johnson is to investigate the cost of mole eradication.   ACTION MJ

A bin is to be installed at the Sugar Lane entrance to the football field.   It will be a green bin but TVBC have confirmed that it is permissible to use it for bagged dog waste.

Tree in Church Car Park – Mr Barber reported that he had spoken to the Church Wardens, the Vicar, the Head teacher and the Chairman of School Governors with regards to the removal of the Thuya tree in the centre of the Church car park. All concerned are willing for the tree to be removed as it restricts movement in the area. Mr Dave Harris at HCC has inspected the tree, and in his opinion, it is coming to the end of its natural life.   He therefore has agreed to assist the Parish Council in the preparation of the necessary application to fell the tree.   ACTION JB

Playground – Noted that the annual inspection of the playground is due shortly. Mrs Jolliffe agreed to undertaken weekly inspections.   The skate ramp has been inspected and repaired, and it is considered that no further servicing work will be needed for approximately five years. Some attention will be given to damaged fencing.   ACTION JJ

04/44       ROADS & BRIDGES

A meeting has been arranged in the Village Hall at 10.00 on 27 th May, with HCC Highways to discuss traffic calming measures.   (Mrs Rowland, Mr Johnson, Mr Bourne, Mrs Darrah, Mr Barber and Mr Lampard to attend.) Other topics for the meeting to include 30mph signs and ‘Longparish' village boundary signs.

04/45               FOOTPATHS

Noted that a new signpost has been installed in the Christmas Tree wood.

A new kissing gate is to be erected near Longparish House (on Saturday 12 June)

Mr Barber will e-mail a copy of the footpaths map to all members.   ACTION JB

Noted that HCC have not yet strimmed the North Acre footpath.

04/46               COMMUNICATIONS

Nothing to report.

04/47               VILLAGE PLAN

The Questionnaire is to be published and distributed in July. Working groups are being established. The Chairman reported that PC questions could be added to the questionnaire if required. Suggestions were: ‘Do you feel part of village life?' and   ‘Do you care?!'.

The Parish Council supported the establishment of a Youth Council in the village. Age range up to twenty-five.

04/48               SCHOOL/PLAYGROUP

A shortlist of contractors has been agreed, and Tenders are being prepared.

Mrs M J Darrah is looking into car-parking issues during the build and putting together a School Travel Plan.

Mr Barber will investigate the possible use of the football field as a car park during the building activities.   ACTION JB

04/49               VILLAGE HALL

Mr Barber reported that an Amateur Dramatic Group is being set-up by Mr Jerry Flynn-Williams, and he invited Mr Flynn-Williams to address the meeting.   Mr Flynn-Williams said that funding for the project is currently very sparse, and start-up funds are urgently needed.   He reported that for each of two productions per year, the production licence fee is £75.00, and scripts and refreshments have also to be purchased. He has contacted Ms Irena Collins at TVBC for grant support. It was noted that the group had appointed a Treasurer, Mr John Proctor, but so far no bank account has been arranged. It was

PROPOSED Mr Dewbury; SECONDED Mrs Jolliffe and RESOLVED UNANIMOUSLY that a grant of £200 be made to the group as soon as a bank account has been established.
