04/53  APOLOGIES

Apologies were received from Mr M Johnson, Mrs S Jones, & Mrs J Rowland.

04/54 CHAIRMAN'S DECLARATION OF ACCEPTANCE OF OFFICE

The Chairman signed, and the Clerk received, the Chairman's Declaration of Acceptance of Office deferred from the last meeting.

04/55  MINUTES OF THE PARISH COUNCIL MEETING OF 10 MAY 2004

The Minutes were approved unanimously, and were signed by the Chairman.

04/56 MATTERS ARISING

There were no matters arising other than those on the current agenda.

04/57 PARISH COUNCIL VACANCIES

Following the resignation of Mr Streatfeild, the Returning Officer has advised the Clerk that a new member can be co-opted to fill the vacancy without election. It was therefore

PROPOSED Mr Barber; SECONDED Mr Dewbury and RESOLVED UNANIMOUSLY that Mr Martin Lampard be co-opted as a member of the COUNCIL.

Mr Lampard signed the Acceptance of Code Conduct, which was duly witnessed by the Clerk. He was also provided with a copy of the Notification of Financial interests form, which he will complete and return to the Clerk at the next meeting. ACTION ML

The Chairman then reported that Mr Peter Jones had resigned from the Council due to the pressures of his employment. He has, however, agreed still to assist Council activities in any way which may prove practical in the future. Mr Barber recorded the thanks of the Parish Council for all the work, which Mr Jones has undertaken for the Council and the village during his period of office.

Mr Barber then informed members that Mr Richard Maloney had offered himself for nomination as a prospective Parish Councillor. The Clerk advised the meeting that the Returning Officer has confirmed that formal notification procedures for the vacancy must take place, and this process has been started. The Chairman invited Mr Maloney to remain for the meeting.

04/58 PLANNING

04/58.1 Current Applications

TVN.LB.00533/2 and TVN.CA.00171– Demolition and rebuilding of enlarged tool store, provision of door at front and rear of stable and internal alterations to provide w.c., and re-building log store – Mill House, Longparish – Mr & Mrs J Barron

DECISION: NO OBJECTION

TVN.00253/5 – Retention of stables – Meadow Sweet, Lower Mill Villas, Longparish –   Mr P Jones

DECISION: NO OBJECTION, but the Parish Council request Planning to make a condition that a planted screen be provided, to hide the building from the adjacent field, which is nominated as an Important Open Space.

TVN.07494/1 – Erection of first floor extension on north east elevation to provide additional bedroom – Gavel Acre Cottage, Forton, Longparish – Middleton and Portway Estates.

DECISION: NO OBJECTION

TVN.CA.00170 – Demolition of fire damaged dwelling – Meadow Cottage, Forton, Longparish – Mr & Mrs A Parkins

DECISION: NO OBJECTION

TRE.CA.00597/41 – Felling of 3 Apple, 1 Plum, and 1 Ash trees, and coppice 1 Hazel tree – Meadow Farm Cottage, Longparish – Mr C Dawney

DECISION: NO OBJECTION

TRE.CA.00597/42 – Remove lower branches of Beech tree – Buckclose House, Forton, Longparish – Middleton Estates

DECISION: NO OBJECTION

TRE.CA.00597/43 – Fell one Thuya tree – Land adjacent to St. Nicholas Church of England Primary School, Longparish – Mr P Jarrett, p.p. Longparish Parish Council

04/58.2    Reports on Previous Applications

Harewood Industrial Estate – Waste Transfer Station: The Clerk reported that the revised hours of operation for Onyx have been approved by HCC, namely 08.30 – 17.00 on Public Holidays, 07.00 – 18.00 Monday to Friday; and 07.00 – 13.00 Saturdays

Go Kart Track – Cllr Neal reported that Forest Edge Go Kart Club are now operating this site, but he understands that a formal Planning Application must be made for change of use.   Mr Barber had visited the Club, and they were very welcoming. They are safety conscious wish to maintain good community relations but there is no doubt that their sport is noisy.   Noted that some complaints have been received about noise, and Mr Barber will prepare a notice for Hill & Valley to advise villagers that should they wish to complain formally, they must contact TVBC Environment and Health at the time the noise can be heard, to enable EH to make the necessary acoustic measurements. ACTION JB

04/59 FINANCE

The summary of Income/Expenditure had been distributed in advance, and was reported by the Clerk (Appendix A)       

Bank Signatories

PROPOSED Mr Barber: Seconded Mrs Jolliffe and Resolved unanimously that Mr Lampard be added to the list of Lloyds TSB Bank Signatories. ACTION CLERK

The Minutes of the Finance Committee of 25 th May were approved as presented by those Committee members present.

The Accounts for the Year to 31 st March were presented by the Chairman. It was

PROPOSED Mrs Clear: Seconded Mr Dewbury and Resolved unanimously that the Accounts be adopted as presented.   They were then signed by the Chairman and the Responsible Finance Officer.

The Chairman and the Clerk were authorised to complete the annual audit report

04/60 OPEN SPACES

Mrs Jolliffe reported that the playground picnic table had been assembled on site and left in position but not bolted down as the fixings were incorrect.   It had been moved to the skate ramp and damaged.   It has now been fixed down and the damage repaired so far as possible.   She is to make a formal report to the Police, and consider making a claim on the Insurance

The Nancy Goodwin Bench is to be installed in the Churchyard at 10.00 on Saturday 3 July.

The Village Inspection will be undertaken on Monday 12 July 2004 at 19.00, preceding the next Council meeting. All members are invited to attend.   ACTION ALL

The Football Field has been cleared by a working party, and is being mown once again. A maintenance team is being set up. Mr Martin Hulme is prepared to undertake football training, and is to investigate the cost of goal posts and cones.   The Council was content that up to £400 could be spent on equipment without further authorisation.

Green Bins Mrs Jolliffe will chase TVBC to replace the green bins at the football field and the skate ramp which wer   stolen.   They are to be re-installed with fixings. ACTON JJ

Village Green – Mrs Jolliffe reported that a path has now been mown around the perimeter.   Mr Barber proposed that the old picnic bench from the Playground, which he has refurbished, be re-sited on the Green. The landowner, Mr Kelton, had indicated that he did not object but might have to review this in the light of experience.   This was agreed.   ACTION JB

Mrs Clear advised that Tesco sell a ‘concertina' collecting bag, which is excellent for rubbish collection. She will purchase ten bags for use by the road litter collectors.   ACTION JC

Mr Barber reported that he has received a letter from Mr Richard Wills, requesting Council assistance in a conservation project. Mr Wills will give a presentation on the project, in the Estate Office, at 19.30 on 23 June. All members are invited to attend.   ACTION ALL

Open Gardens days are to be held on 19/20 June. Fourteen gardens will be open, and there will be three free car parks. Admission is £5.00.

The Clerk will write to the donor of trees the express the thanks of the Council.   ACTION CLERK

04/61 ROADS & BRIDGES

Mr Bourne reported on a meeting held with HCC Highways. The main items considered were:

  • Longparish Village signs are to be supplied, including both sides of the A303.
  • A ‘Longparish Village Only' sign is to be erected at the end of Southside Road.
  • There is to be a ‘blitz' on boundary hedges.
  • A 40mph limit is to be considered between the A303 and the 30 mph signs.
  • Various traffic calming measures are to be investigated.
  • This had been a very positive and constructive meeting.

04/62 FOOTPATHS

The new kissing gate has been erected at Longparish House. However, unfortunately approximately £120 worth of damage was caused to a privately owned vehicle by a bullock during the work.   Agreed that the council should re-imburse the owner if he was out of pocket.

The path from North Acre Hill is in very poor condition. Mrs Rowland is reminding County that they have agreed to clear this path.

Mr Bourne is prepared to present another Strimming course. He suggested that the offer be extended to Barton Stacey PC members.

Mr Dewbury advised that the footpath between the North Acre and Sugar Lane is also in poor condition.   Mr Barber agreed to clear it after the Open Gardens day.   ACTION JB

04/63 COMMUNICATIONS

The Longparish web-site should be considered for Hantsweb award nomination.

A new Youth page for Hill & Valley is being investigated.

04/64   VILLAGE PLAN

The Questionnaire is to be distributed after pilot copies have been assessed in the next couple of weeks. Distributors are required!

Mr Barber reported that the Youth Council for the village is in discussion.

04/65 SCHOOL/PLAYGROUP

Mr Barber reported that Invitations to Tender have now been issued.

Temporary classrooms are to be erected over the school summer holidays.

04/66 VILLAGE HALL

Nothing to report

04/67 CORRESPONDENCE

A summary of correspondence received was presented by the Clerk, and is attached as Appendix B.

Training for new Councillors is only available during the day. This is impractical with ‘working' Council members. HAPTC will be asked for an evening venue.   ACTION CLERK

Noted that Mrs Mears no longer uses the buses.   Mr Phil Harris is suggested as a replacement Bus representative.   Mr Bourne will approach him on this subject.   ACTION RB

04/68 DATES OF MEETINGS AND REPORTS

Mrs Jolliffe gave a verbal report on the last TVAPC meeting.

Enforcement Training – 22 June 2004 – Mr Bourne, Mr Lampard and Mr Barber will attend

Next Parish Council Meeting – 12 July 2004 at 19.30 PRECEDED BY THE VILLAGE INSPECTION AT 19.00

04/69 ADJOURNMENT

There being no further business, the Chairman declared the meeting closed at 22.15.
