04/71               MINUTES OF THE PARISH COUNCIL MEETING OF 14 JUNE 2004

The Minutes were approved unanimously, and were signed by the Chairman.

04/72               MATTERS ARISING

There were no matters arising other than those on the current agenda.

04/73               PARISH COUNCIL VACANCY

The Chairman told the meeting that Mrs Rowland had tendered her resignation from the Parish Council.   He expressed the sincere thanks of the Council for the splendid work that Mrs Rowland had undertaken during her term of office – in particular her work as Chairman of the Footpaths Committee.

The Clerk advised the meeting that the Returning Officer would be informed immediately, and that the appropriate public advertisement for the vacancy would be posted in due course.

04/74               PLANNING

04/74.1 Current Applications

  • TVN.01455/2 & TVN.LB.00841 – Two storey extension on site of existing single storey extension to provide sunroom on ground floor with bedroom and shower area over with internal alterations – Vine Cottage, Longparish – Miss J Isgar

DECISION: NO OBJECTION but request TVBC Planning to make a proviso that plain roofing tiles be used, should approval be granted.

  • TVN.06174/1 – Demolition of existing fire damaged dwelling and erection of replacement four-bedroom dwelling – Meadow Cottage, Forton, Longparish – Mr & Mrs A Parkins

Mr Johnson invited Mr Simon Goddard (The Architect for Mr & Mrs Parkins) to speak to this proposal. He told the meeting that the original building had now been de-listed, and that the replacement would not be a ‘pastiche' of the original. It was two storeys only, but was planned to be of greater volume.

Mr Johnson then asked for comment from the neighbour, Mr David Sprackland.   Mr Sprackland considered that the building was very much larger than the original, and approximately one and a half metres higher.

Considerable discussion followed, and Mr Bourne proposed that the application be refused.   However, as there was no seconder to this motion, the proposal was lost.

It was then

PROPOSED Mr Johnson; SECONDED Mr Barber and carried with a majority of 5 for and 1 against, to offer NO OBJECTION .

  • TVN.LB.00842 – Internal and external alterations to include revised fenestration and provision of oil fired boiler to West elevation – Meadow Farm Cottage, B0348, Longparish – Ms C Dawney

DECISION: NO OBJECTION

  • TVN0429/3 – Erection of conservatory to rear – 110 North Acre, Longparish – Mrs M J Hall

[Mrs Clear declared an interest as neighbour of the applicant, but opted to stay for the discussion.]

DECISION: NO OBJECTION

  • TRE.CA.00597/44 – Crown reduction by 25% of Yew and Holly – Mill House, Longparish – Mr J Barron.

This application would be referred to the Tree Warden, Mr Darrah. Should he be in agreement, the Council would offer NO OBJECTION

  • RIVER BARN – this application, which was received at a late date, was deferred to the meeting of the Planning Committee on 2 August 2004
  • GO KARTING – Mr Barber reported that discussions are continuing between the MOD and TVBC on the need, or not, for retrospective planning consent for the track.  
Mr Barber is to provide an item for Hill & Valley to suggest that any resident who finds the noise from the Go-Kart track troublesome, should telephone Environmental Health at Test Valley AT THE TIME of the disturbance.   ACTION JB

  • TRE.CA.00597/43 – Fell Thuya Tree at Primary School . Approved by TVBC Planning

04/72.3               REPORT OF MEETING WITH MADDIE WINTER

Mr Johnson and Mr Barber reported that they had had a very helpful meeting with Maddie Winter on 17 June, and that extensive discussion had taken place on Owl's Lodge, the Go-Kart Track and the Local Plan.   Mr Barber confirmed that the Parish Council expected to make verbal representations to the Inspector's Meeting

04/72.4               REPORT ON ENFORCEMENT TRAINING

Mr Lampard reported that much emphasis had been placed, at the session held on 22 June 2004, on the separation between Planning and Enforcement. It was noted that enforcement action can be taken only if it considered ‘expedient'.

04/73               FINANCE

  • The summary of Income/Expenditure had been distributed in advance, and was reported by the Clerk (Appendix A)

04/74       OPEN SPACES

  • Noted that the Football Field Grazing Licence had been received from Middleton Estate.   This was duly signed and witnessed.   There are still problems with rabbits, and Mr Barber will speak to Mr Chris Hewitt.   ACTION JB
  • Playground – The side rails of the slide are to be removed and rebuilt, at an estimated cost of around £360.
  • Nunn's Walk Chalk Pitt – Noted that fly-tipping has taken place.
  • The Clerk will check the Insurance Policy with respect to a claim for the damage to the bench.   ACTION CLERK

04/75       ROADS & BRIDGES

  • Mr Barber reported that a letter had been received from Mr Graham Motley regarding the installation of ‘Dragon's Teeth' on verges.
  • Mr Bourne reported that he had two new road volunteers – one for Forton, and the other for the road between Sugar Lane and the Cricket Pitch. He now has enough volunteers to cover the whole area.
  • Mrs Clear reported problems with football being played in North Acre. She has also received complaints from elderly parishioners regarding noise late at night.   The Anti-Social Behaviour Unit assist with solving such problems.   Mrs Clear will report this to the people who raised the problems with her.   ACTION JC

04/76               FOOTPATHS

  • Mrs Rowland, before her resignation, had reminded County that they have agreed to clear the North Acre path. They reported that they had been unable to gain access due to the dragon's teeth!
  • Mr Lampard agreed to take over Chairmanship of the Footpaths Committee from Mrs Rowland. He will take over possession of the brush cutter and accessories.   ACTION ML
  • Mr Bourne has kindly agreed to run a further strimmer course in September.   ACTION RB

04/77               COMMUNICATIONS

  • Mr Barber will prepare a list of Councillor's details for distribution to members. ACTION JB

04/78               VILLAGE PLAN

  • Noted that copies of the Village Plan questionnaire have now been distributed.

04/79               SCHOOL/PLAYGROUP

  • Tenders are on the point of receipt. Fund raising has topped £100,000.
  • As the Thuya tree demolition application has now been approved, Mr Barber will investigate contractors. He was authorised to spend up to £500 without further reference to the council.   ACTION JB
