HELD IN THE COMMITTEE ROOM OF THE VILLAGE HALL ON

04/84...OPEN FORUM ON ‘NUISANCE'

The Chairman introduced the subject and welcomed parishioners and representatives from the Police, TVBC, the Karting Club and the Army.

The principal points noted were:

1.   Noise from activities on MOD land:

The ‘Cone Buster' activities on MOD property, which cause considerable disturbance to the village, are to be stopped by the Army.

The Go-Karting Club strive to be ‘a good neighbour', and good contacts have been established between them and the village.   Appropriately sited bunds might help reduce noise and they were willing to consider building them if necessary.     They have measured noise levels at various places in the village and found them to be not much over background levels.   Stephanie Shepherd, Environmental Health Office from TVBC confirmed this.   Her measurements of karting noise showed it to be well under the statutory nuisance level.

Parishioners who are disturbed should ring   the TVBC emergency call number.   It is essential that a TVBC officer attends at the time of the nuisance .

2.   Disturbance in North Acre:

The other main subject was the behaviour of some young people who have damaged property and caused offence to people in North Acre.   Jim Neale,, who is a magistrate, explained about the TVBC Community Safety Team who can negotiate ABCs (Acceptable Behaviour Contracts) which are designed to prevent anti-social behaviour.   He will speak to the Chief Executive regarding actions from Test Valley Housing.   In most cases establishing contact with the young people and their parents leads to improvements in behaviour and is preferable to formal action.   Many facilities have been provided for young people in the village, including the football field, the playground and the skate ramp.   Since responsibility for the football field has been transferred to the Parish Council, work is progressing in bringing it into full playing condition.   A young person explained that there is little for them to do and sometimes actions such as chatting under street lights may be misinterpreted.   Sian Newland, community police officer, explained that the high standard of evidence needed before the police can take formal action.  

3.   New Policing Arrangements

PC Sian Newland has served Chilbolton, Barton Stacey and Longparish for several years. She has been transferred to The Clatfords, Anna Valley, Longstock and Leckford. Longparish is now policed by four beat officers operating out of Stockbridge. The Superintendent is based in Eastleigh.

A High Visibility patrol car, based at Weyhill, is available, on call, for support to the beat officers.

The police ask that all problems be reported to the police ‘at the time', and not retrospectively. Advised that the police can deal only by arrest. There is no alternative ‘middle way' available to them.

The Chairman thanked all concerned for their valuable contributions, and the remainder of the meeting reconvened in the Committee Room.   The discussion was constructive and helped improve understanding by all concerned of each other's points of view.   It was followed by an opportunity for parishioners to meet the visitors .  

04/85...APOLOGIES

04/86...PARISH COUNCIL VACANCIES AND BUS REPRESENTATIVE

Mr Barber proposed that Mr Richard Maloney be co-opted to the Parish Council.   The proposal was seconded by Mr Dewbury, and approved unanimously. There is one further vacancy to be filled.

Mr Phil Harris has kindly accepted the position of Bus Representative.   Thanks were recorded to Mrs Vi Mears for her long service as the previous bus rep.

Mr Lampard agreed to undertake the Training Course for New Councillors to be held on Tuesday 5 th October at 18.30. He will make the necessary arrangements, and will also investigate the availability of Mr Johnson for this course.

04/87...MINUTES OF THE PARISH COUNCIL MEETING OF 12 JULY 2004

The Minutes were approved unanimously, and were signed by the Chairman.

04/88...MATTERS ARISING

There were no matters arising, other than those on the current agenda..

04/89 ...PLANNING

Cllr Neal advised the meeting that, in future, only ‘legitimate' planning objections will be accepted for hearings in Committee.   He did not envisage that this would cause problems for Longparish as the Councils views were generally based on sound planning reasons.

04/89.1 ...Review of   Planning Applications considered at the informal meeting of the Planning Committee held on 2 nd august 2004.

TVN.05534/4 – Erection of two-storey rear extension – 5, Station Cottages, Longparish Road, Longparish – Mr & Mrs A Goldsmith

DECISION : Cllr Neal advised that the development was misinterpreted as a two-storey extension.   It was a single storey and the neighbours have withdrawn their objection. The Parish Council also withdrew their recommended objection. This will be reported by Cllr Neal to the TVBC Northern Area Planning Committee. [Later note – this action was based on a misunderstanding of the plans.   TVBC deferred hearing the matter and the Parish Council will reconsider it at the next meeting.]

TVN.LB.00396/3 & TVN.05253/10 – Internal and external alterations to allow conversion to form one dwelling. AND Conversion of ancillary domestic building to form separate dwelling with provision of one dormer window and two skylights . – River Barn, Longparish – Mr D Pretty

TVN.09222 – Erection of detached double garage with store area over – The Cottage – Longparish – Mr & Mrs Dewatteville

DECISION: NO OBJECTION but would like to see the roofing tiles match those of the house, as this property is in a conservation area, and to be in accordance with the Village Design Statement.

TRE.CA.00597/47 – Two Holly trees and one Yew tree – Prune back up to 2 metres – Upper Mill, Mill House Lane, Longparish – Mr J Barron

DECISION: NO OBJECTION

TRE.CA.00597/46 – Various works to be carried out on Willow, Ash and Sycamore trees – River Bank adjacent to Upper Mill, Longparish – Mr J Barron

DECISION: NO OBJECTION

HCC APPLICATION – Green Waste Composting at Firgo Farm

After considerable deliberation, it was decided that an OBJECTION should be raised with the following comments:

1.    This is a retrospective application. Had this been a ‘green field' application a full ‘Environmental Impact Assessment' would have been required. Such an assessment should still be demanded before any consideration is given to planning approval.

2 ...   There are, at least, two very large composting sites in this area. No need for an additional development has been demonstrated by this application.

3...   The risk of contamination from exudates is considerable – particularly in wet weather conditions.

4...   A bridleway and footpath skirt the boundary of the proposed development.   Both these facilities are very likely to be contaminated by vehicular entry and exit.

5...   The site is close to the hamlet of Firgo; residents will suffer from both the noise and the odours generated by the plant.

6...   On account of the significant capital investment in equipment, the site must grow considerably in order to be economically viable.

04/89.3...GO KARTING

Mr Barber reported that a letter had been received from Mr Bob Gregory of TVBC Planning, in which he states that, “The Crown does not need planning permission for its own development and continuation of this use does not require any reference to be made to the Planning Authority”. The initial conclusion is, therefore, “that the Go-Karting activity at the site does not come under Planning Control.” The matter is being investigated further.

04/89.4    Reports on Previous Applications

Noted that the Clerk is no longer advised, in writing, of the results of planning applications. It was suggested that results by e-mail would be of value. The Clerk will follow up with this proposal.   ACTION CLERK

04/90...FINANCE

The summary of Income/Expenditure had been distributed in advance, and was reported by the Clerk (Appendix A)...

It was resolved that the Council should elect to pay an annual membership fee of £20.00 to the Hampshire Playing Fields Association.

The revision of bank signatories was deferred to the next meeting.

04/91...OPEN SPACES

Football field – It was agreed that a quotation from Eclipse Pest Control of £300 per annum for mole eradication, payable in four quarterly instalments of £75 should be accepted. ACTION CLERK

The football equipment ordered last month has now arrived, and the first training class is scheduled for Saturday 18 September. Agreed that the goal nets should be removed when not in use, to prevent vandalism.

Playground – The side rails of the skate ramp are to be repaired. The safety report has been received, and the only significant outstanding item was the lack of a safety notice. This notice has been fitted, and removed by vandals, on several occasions. The graffiti on the skate ramp has been removed. A claim will be made for the damaged bench. The Nancy Goodwin bench has been installed, and handed over to the Churchwardens for future maintenance. Mrs Jolliffe is to apply for the grants in respect of the WOK and the bench.   ACTION JJ

The wheelie bins have been removed from both the Long Bridge, football field and Telephone box sites. Mrs Jolliffe will chase TVBC.   A date in November for the clear-up day is to be decided. Mr Bourne proposed that the Adopt-a-Road team be invited to the pub lunch.   This was agreed. Mrs Jolliffe will approach Purbeck and TVBC for the loan of a skip for the day.   ... ACTION JJ

The tree outside the school is to be removed – the cost will be shared between the Parish Council, the School and the Church.

Open Spaces Committee

There will be a meeting of the Committee on 4 th October.

04/92...ROADS & BRIDGES

At the request of Mrs Clear, Mr Bourne will write to HCC in respect of a notice at Pig's Bridge to explain that there is no through road apart from via a deep ford.   ACTION RB

04/93...FOOTPATHS

Mr Lampard will call a meeting of the Footpaths Committee shortly.   ACTION ML

Footpaths 3,10 and 14 have been largely cleared.   Thanks were recorded to Mr Clear.

Mr Lampard and Mrs Jolliffe will speak to Community Services regarding assistance in clearance of footpaths.   ACTION ML/JJ

04/94...COMMUNICATIONS

Mr Barber is preparing a list of Councillor's details for distribution to members.   ACTION JB

04/95...VILLAGE PLAN

There has been a good response to the questionnaire, and Work Groups are being established.

04/96...SCHOOL/PLAYGROUP

Work on the school building is to start shortly.

04/97...VILLAGE HALL

There will be a meeting of the Village Hall Committee at 20.00 on Tuesday 21 September.

04/98...CORRESPONDENCE

A summary of correspondence sent and received is attached as Appendix B.

Mr Barber noted that personal representation at the Public Enquiry has been ruled out.
