HELD IN THE COMMITTEE ROOM OF THE VILLAGE HALL ON 8 NOVEMBER 2004 AT 19.30

04/116 APOLOGIES

There were no apologies received.

04/117 PARISH COUNCIL VACANCY

The Chairman introduced Mr Toby Cooper to the meeting, and reported his willingness to be co-opted as a member of the Parish Council. Then

Mr Barber PROPOSED; Mr Maloney seconded, and it was resolved UNANIMOUSLY the Mr Cooper be co-opted as a member of Longparish Parish Council

The Chairman then invited Mr Cooper to sign the Declaration of Acceptance of Code of Conduct which was witnessed by the Clerk. He also completed a form of Notification of Interests, and Mr Cooper was welcomed, by the Chairman, as a member of the Council.

Noted that no vacancies now exist on Longparish Parish Council.

04/118 MINUTES OF THE PARISH COUNCIL MEETING OF 11 OCTOBER 2004

The Minutes were approved unanimously, and were signed by the Chairman.

04/119 MATTERS ARISING

There were no matters arising, other than those on the current agenda.

04/120   PLANNING

04/120.1 Current Applications

TVN.04687/9 – Change of use to independent dwelling unit – The Coach house, Longparish – Mr & Mrs Johnson

Mr Johnson, as the applicant, declared an interest and left the meeting for this one item.

DECISION: NO OBJECTION

TVN.AG.0051/1 – Erection of timber barn – Testwood Trout Farm, Longparish – Mr Jackson

Mr Bourne Declared an interest, and left the meeting for this one item.

Following discussion, it was agreed, with ONE ABSTENTION, that the Council would offer NO OBJECTION

TVN.06175/3 – Alterations to stable building, re-roofing of outbuilding and erection of outbuilding – Mill house, Longparish – Mr & Mrs J Barron.

DECISION: NO OBJECTION, but specify that the thatching be in ‘long straw' or ‘combed wheat reed', and not Norfolk reed, in accordance with the Village Design Statement.

TVN.04981/2 – Demolition of existing garaging and erection of three bay garage/domestic workshop – Forest View, Harewood Industrial Estate, Longparish – Mr P Mason

DECISION: NO OBJECTION

TVN.06402/3 – Demolition of existing bungalow and erection of house and double garage/store (amended scheme) and formation of new access and alterations to residential curtilage – Red Roofs, B3400, Longparish – Middleton & Portway Estate

DECISION: NO OBJECTION

TVN.LB.00845 – Installation of wood burning stove, removal of existing heating system and alterations to existing chimney – Little Newton, B3048, Longparish – Mr J Ellicock

04/120.2    Picket Piece

Mr Johnson reported that he had collected from TVBC Planning, earlier in the day, an application from Westbury Homes for a development of 1200 houses and supporting infrastructure, in total approximately 274 acres at Picket Piece. Cllr Neal confirmed that this is an Outline Application which forms part of a Major Development Area (MDA) It was agreed that a small Working Group of members be appointed to examine this application in detail, and that their recommendations would then be considered by the Council at a special meeting of the Planning Committee to be held on either 29 th or 30 th November 2004.   Mr Barber will advise the date [subsequently confirmed as Tuesday 30 November at 7.30 in the Village Hall committee Room]. ACTION: JB

Members then appointed the Working Group as Mr Barber, Mr Johnson, Mr Maloney and Mr Bourne. They would meet, as necessary, at dates to be agreed, prior to the Special Planning Committee meeting. ACTION: JB/MJ/RM/RB

04/120.3 Earlier Application

TVN . 07850/5 – Erection of detached double garage, garden store and log store with study and W.C. over - Carpenter's Cottage, Forton, Longparish – Mr S Williams –

PERMISSION – subject to conditions

Green Waste Composting at Firgo Farm, Tidbury

TVBC offered NO OBJECTION – subject to conditions.   HCC decided to allow the activity but only until April 05 when the site must be cleared.

TVN.05253/10 & TVN.LB.00396/3 – Internal and external alterations to allow conversion to form one dwelling. AND Conversion of ancillary domestic building to form separate dwelling with provision of one dormer window and two skylights . – River Barn, Longparish – Mr D Pretty

PERMISSION and LISTED BUILDING CONSENT - subject to conditions

TVN.AG.00051 – Erection of timber barn and proposed access road – Testwood Trout Farm, Mill Lane Longparish – Mr Jackson

REFUSED – to allow planning authority to consider siting in sensitive landscape.

04/121 FINANCE

Monthly Account Summary - The summary of Income/Expenditure had been distributed in advance, and was reported by the Clerk (Appendix A).

Bank Signatories – It was RESOLVED that Messrs Streatfeild and Jones and Mrs Rowland, who have left the council be removed as signatories and Messrs Maloney, Cooper and Lampard added. The Clerk issued the appropriate document to members for completion.   ACTION: ALL

Finance bids – The Chairman confirmed that finance bids from Committees were required for the December meeting of the Council.

04/122   OPEN SPACES

Football field – Mrs Jolliffe reported that Community Services are unable to assist with the levelling of the Football Field.   Noted that action on mole clearance is now urgent.   Mr Bourne would contact Eclipse Pest Control who do not appear to have received the Clerk's instruction to proceed. ACTION: RB

The wheelie bins are to be reinstated. It was also noted that bins have disappeared from Blacksmith's bridge and the ‘phone box; similar vandalism has been reported in several parts of the village.

Village Green (The Common) – Mrs Jolliffe reported that Mr Ralph Whitmarsh is prepared to cut the grass at £180 for the first cut, and then for £80 for each subsequent cut. It was agreed unanimously that he should be instructed by Mrs Jolliffe to proceed with this work. ACTION JJ

Clean Up Day – Will be held on 20 November between 10.00 and 13.30. Refreshments will be provided at The Cricketers.

Tenders for next year – Tenders for grass cutting and maintenance have been received by Mrs Jolliffe who will prepare a formal submission for the December meeting.

04/123 ROADS & BRIDGES

Mr Barber reported that flooding had been noted recently on various roads in the village. Mr Bourne agreed to investigate causes, and possible actions. ACTION: RB

Mr Bourne reported that he had set up a new meeting with the new HCC roads representative, in order to restate points raised with the former officer who has now retired.

04/124 FOOTPATHS

Brush Cutting Course – The brush-cutting course presented by Mr Bourne proved very successful, despite the failure of the HCC brush-cutting machines. Noted that some candidates for the course arrived from the far south of the County! Mr Bourne reported that HCC funds are available for providing such courses.

04/125 COMMUNICATIONS

There will be a meeting of the Communications Committee on 16 th November 2004.

A list of members of the Parish Council has now been produced by Mr Barber, and will be up-dated with the new members shortly.   Members confirmed that they were happy for this information to be displayed on notice boards and the village website.

04/126 VILLAGE PLAN

Work is proceeding. The housing group is to meet with Steve Lees from the TVBC Planning Department.

04/127 SCHOOL/PLAYGROUP

Noted that building work has started. There will be a meeting of the Steering Committee next week.

04/128 VILLAGE HALL

Reported that approximately £2000 has been received from the Village Fete.

04/129 CORRESPONDENCE

A summary of correspondence was presented by the Clerk, and is attached as Appendix B.

The Clerk will write to TVBC expressing the Parish Council's strong objection to fortnightly waste collection, with copies to Mr Neal and Mrs Colquhoun.   ACTION: Clerk
