The Chairman opened by welcoming parish visitors, and invited the members of the Council to introduce themselves. Apologies were received from PC Fiona Taylor, Mr T Cooper and Mrs .J Jolliffe
The Minutes were approved unanimously, and were signed by the Chairman.
Refuse Collection : The Clerk reported that a response had been received from TVBC Environmental Health, to his letter concerning refuse collection. It stated that no decision had yet been taken on collection frequency, but the Parish Council's concerns had been noted.
Mr Bourne advised the meeting that fortnightly collections would lead to infestation of blow flies; the breeding cycle of 10 days is broken by weekly collections, but would be encouraged by 14-day collections.
Cllr Neal considered it unlikely that fortnightly collections would be supported by members of the Borough Council.
Old Chalk Pit adjacent to The Bee House, Hurstbourne Priors – Mr Johnson reported that this development application had now been referred to the office of the Deputy Prime Minister.
No applications had been received this month.

Mr Barber reported that Proof of Evidence, regarding ‘noisy sports', had been sent to the Inspector. Mr Barber and Mr Johnson will meet to decide their approach at the Public Meeting to be held in the Andover Guildhall on 20 th January 2005.
There is also an open Forum about limited exceptions to the rules on development in villages on the 21 st January, and Mr Barber will invite members of the Parish Plan Group.
Monthly Account Summary - The summary of Income/Expenditure to the 31 December 2004 had been distributed in advance, and was reported by the Clerk (Appendix 1).
Financed Committee Minutes of 5 th January 2005 had been received by members and were reviewed. In particular the Finance Committee's recommendation regarding next year's Precept was considered, and it was then:
PROPOSED MR LAMPARD, SECONDED MR JOHNSON, AND RESOLVED UNANIMOUSLY THAT NO INCREASE BE MADE IN THE PARISH PRECEPT FOR 2005/2006, WHICH WILL REMAIN AT LAST YEAR'S FIGURE OF £15,000.
Football Field – Mole control is now being undertaken both on the football field and the playground.
Southside Common – It was agreed that a small group be appointed to discuss the implications of recent HAPTC advice and to report back the Council. Members are: Mr Bourne, Mr Maloney, Mrs Jolliffe, Mr Johnson and Mr Barber. Action JB to arrange meeting
Mr Bourne, as Parish Lengthsman, reported that he has now conducted the new HCC representative around the roads of Longparish, and the following points were noted: Flooding, New ‘ford' sign, new road signs, the drains outside the school, the road surface which is breaking-up outside the village hall, village signs to be installed, the lay-by in Southside Road to be improved (provided permission can be obtained from the landowner) and speed signs.
Mr Maloney is very concerned with the high speed driving through the village. The Chairman reported that this is being dealt with in the Parish Plan.
Footpath - Middleway to A303 – Mr Phil Harris was invited by the Chairman to address the meeting. He told the Council that the official footpath is now so overgrown as to be inaccessible. However, the alternative route which has been used, unofficially, for many years, has now been blocked by fencing. Mr Lampard agreed that many of the footpaths in general use are not formally designated as such.
Mr Bourne reported that the landowner of the Clarendon Estate, in a similar position, had given written permission to local villagers to use such unofficial routes across that estate.
It was agreed that Mr Barber and Mr Lampard will arrange to meet Mr Chris Hewlett (the Estate Manager) and Mr Richard Wills to discover whether any similar arrangement might be made for Longparish residents.
Trail Riders Fellowship – Mr Lampard had investigated the proposals of the Trial Riders Fellowship. They are attempting to have many paths designated as BOATS (Bye-ways Open to All Traffic) rather than RUPPs (Roads Used as Public Paths).
It was noted that no action is required from the Parish Council, the letter was a courtesy mailing from the Fellowship.
However, it was Proposed Mr Bourne, Seconded Mr Maloney and agreed unanimously that Mr Lampard write to the Trail Riders Fellowship thanking them for their furtherance of the responsible use of green lanes, and advising them that the Parish Council did not object to responsible use of BOATs.
Right to Roam – Mr Bourne suggested that an explanation of the ‘Right to Roam' legislation be inserted into Hill & Valley; in particular, how Right to Roam affects Longparish residents. (There is basically no change in this area). Mr Bourne said that Mrs Liz Bourne would be happy to liaise with Mr Lampard in the preparation of an article. This offer was gratefully accepted by members.
Mr Harris, the Bus Representative, reported that he had attended the Annual Meeting of of representatives at the Castle in Winchester. The meeting had concentrated on ‘who is responsible for what'. It was noted that bus contracts for North Hampshire are to be re-negotiated in the spring. (This does not apply to the Cango buses which are operated by the HCC.)
The next reception for new villagers will be held on 24 February 2005 at 20.00. Volunteers are needed for meeting and greeting.
Work is proceeding.
Building work is progressing.
Mrs Jones reported that the next Village Hall Committee meeting will be held on 18 th January 2005. Mrs Jones regretted that hall booking are being lost to premises in Andover and Hurstbourne Priors.
She requested that the Parish Council consider making a further grant towards the maintenance and improvement costs of the Village Hall, including the purchase of a new vacuum cleaner and new curtains.
It was PROPOSED Mr Maloney; SECONDED by Mr Bourne and RESOLVED UNANIMOUSLY TO MAKE A GRANT OF £500 to the Village Hall Committee.
A summary of correspondence was presented by the Clerk, and is attached as Appendix 2.
