In the absence of Mr Barber, Mr Johnson was elected by members present to take the chair for this meeting.
Mr Johnson welcomed Cllr Michael Woodhall, (Deputy Leader of Hampshire County Council), and PC Fiona Taylor (The new community police officer for Longparish).
Apologies were received from Mr C J Barber, Mrs J Clear, Mr C Dewbury and Mr M Lampard
Before the start of the formal business of the meeting, Mr Johnson invited PC Taylor to address members present.
PC Taylor thanked the chairman for the opportunity to meet members of the Parish Council. She said that she was the beat officer now responsible for a large area with several villages, including Longparish, and she is still finding her way around the district. She has available to her, one car which can be called to assist her if needed, but this car covers the whole of the local area; she is the officer ‘on the ground' to whom requests for assistance and advice should be addressed, and to whom any information should be given. She welcomes any opportunity to discuss problems from any residents, and is trying hard to get to know people on her beat.
PC Taylor told the meeting that she can be contacted, personally, through her area control on telephone number 0845 0454545. Any messages to her for assistance, or with information, should be addressed, through this number, to her as 939 Taylor at Stockbridge .
Mr Johnson reported to her some acts of minor vandalism to the skate ramp. It was also noted that minor vandalism is occurring throughout the village from time to time. PC Taylor asked that any such incidents be reported to her immediately.
Mr Johnson, on behalf of the Parish Council, thanked PC Taylor for taking time to attend the meeting, and she left at 19.55 to continue with her police duties.
The Minutes were approved unanimously, and were signed by the Chairman.
Refuse Collection : Noted that the petition has 200 signatures from Longparish, and a further 200 from Barton Stacey. This has now been submitted to TVBC.

After considerable discussion :
Mrs Jolliffe proposed; Mrs Jones seconded, and it was resolved unanimously to OBJECT to this application on the following grounds:
The case for the proposed development within the countryside relies upon a case for agricultural need that is not made. The evidence supporting the application is not current and the accounts that are submitted do not make clear the scale of operations in Longparish within a set of accounts that reflect a multi site business. The agricultural need appears to be linked to the prevention of crime in the form of fish theft. Again the evidence provided is not current and our understanding is that there have been no reports of fish theft in the last 200 days and possibly earlier than this.
The proposed development is contrary to the Local Plan policy restricting development in the countryside. The case for agricultural need would need to be overwhelming to outweigh the adverse impact of building on a site of such sensitivity within the River Test Valley floor through a building that would impact adversely on the character of the surrounding area.
The location of the proposed house within the overall site is in the most prominent position within this sensitive site. We are not convinced by the applicant's assertion that this is the only location available within the overall site that meets the need for site surveillance.
For the same reason we believe that the applicant's needs could have been adequately met by the acquisition of the property Rivers End that is adjacent to the site. Rivers End has an existing Agricultural tie and was on the market during the last 12 months and in the period of an earlier similar application.
The ecological report submitted as part of the application raises a series of questions as to whether both the building process and subsequent dwelling would have a detrimental ecological impact on the site. Until this can be fully assessed the application has to be refused.
Our final objection is that an application on such as sensitive site can only be considered properly in terms of a detailed application.

Noted that objections are currently being heard by the inspector. Following the objection made by Longparish Council that the plan should include standards for measurement of shooting noise Jeremy Barber and Mary Jo Darrah met with the Inspector. They proposed that TVBC should adopt a local policy standard or at least recognise national standards. A policy of this kind would have avoided extended debate over the extent of noise nuisance in the case of the Owls Lodge Shooting applications. The inspector is expected to make his final report in October 2005.
Monthly Account Summary - The summary of Income/Expenditure to the 19 February 2005 had been distributed in advance, and was reported by the Clerk (Appendix 1).
Mrs Jolliffe reported that:
Cllr Neal reported that it is hazardous to walk through the village between 08.00 and 09.00 on school days, on account of the number of vehicles dropping children to the school gate.
Mrs Jolliffe said that she believed that many parents would be prepared to pay for a school bus as an alternative.
Mr Johnson considered that the existing footpath from North Acre to the school could be used provided that it is paved. He has been given an estimate of £70k to pave the whole of the path = approximately 1km in length. Mr Woodhall (HCC) told the meeting that some funding may be available to assist with this, and he suggested that a request should be sent to Mr Andrew Seber (HCC Director of Education), copied to Mr Yinnon Ezra (Director of Recreation and Heritage) and to himself, quoting the heading of ‘Longparish Safe Routes to School'. Mr Johnson advised that the letter should come jointly from the Parish Council and the Parish Plan Committee. A copy of the 1:2500 Ordnance Survey map of the area should be sent with the correspondence. ACTION: MJ/JB
Mr Bourne reported that he had held a site meeting with Mr Andrew Milne of HCC (replacing Mr Murcell who has now retired). He conducted Mr Milne around the whole of the parish council area, and pointed out problems which require HCC attention. Regrettably, no subsequent action has taken place.

There is a possible issue with the abolition of the Countryside Agency on 31 March 2005..
Some possible problems have been identified with hiring of the new school hall. HCC have indicated that such hirings must take place at a ‘realistic rate' (sic). Noted that Mr Barber has a site meeting on 3 March, and will investigate further.
Cllr Neal reported that the sum raised for the new hall has reached £178k, against the total required of £187k. This is a splendid achievement.
Mrs Jones reported that a new secretary has been appointed; she is Ms Gina Snowdon.

Mr Barber is running in the London Marathon in order to raise funds for the Playgroup. Sponsorship support is requested!
