Group Meeting

Update of Actions since last meeting

 

•  Letter sent to Countryside Agency to claim second tranche of grant allocated to our group.
•  Further consultations with land owners- as the result of an open forum in the village hall relating to noise contact has now been made with the Army. They are willing to consult with the village about future plans for their lands. At present they do not have anything major planned.  
•  All actions from last meeting completed.
 

Treasurer's Report

     

       Please forward any outstanding expenses to Jeremy so that the accounts can be kept up to date. At this meeting there was nothing to report regarding outgoings.

 

Feedback from groups

 

Three groups had met and one group had submitted a written “ideas” report.

Housing      

In addition to the notes circulated by the group these points were raised.

1) Contact had been made with Testway Housing. The main contact being John Lancaster whose job title is Rural Housing Enabler. Willing to help our project when we are clearer with our objectives.

2) Contact has been made with Hurstbourne Tarrant about their low cost housing development. It was suggested that it might be a good idea to visit local low cost housing developments before our plan is drawn up.

3) Points   raised   about our housing plan:-

     What will be in our plan? We need to set out a vision of what we need/want.

    Aims - to provide a sustainable population- young families – this will need to be justified

    Set out our learning on the problem

    Explore possibilities

     Scale of proposed development- be more specific than small scale try to quantify – people are worried about this

     Control how can we keep it affordable in perpetuity, who will be eligible?

    Incorporate the VDS.

 

Potential sites

    Identify potential sites with landowners be aware of NIMBY issues.

Actions beyond drafting of plan

     Need to undertake another housing survey

     Discuss our vision with providers.

 

Transport and Road Safety Group

 

  See Catherine's report of meeting-Village Plan Transport and Road Safety Section.

In addition, somewhere in the plan we need to address the problem of lighting- particularly the garages in North Acre.

 

Open Spaces

 

Work is in progress on this issue.    It was thought that the key words for the way forward for our plan – be realistic.

 

Sports, Social and Community Group (SS&Cgroup)

 

See Fiona's report of the meeting of this group. In addition these points were raised

•  Nona would like to be included in the SS&C group.
•  Work omitted from meeting-no mention of employment for young, matchmaking re-employment not a dating agency, do we need workshops?
•  Community coordinator –do we need a base or just a laptop?

 

  What have we missed?

 

Finance

Identified a need to capitalise on our resources-

Suggested revenue could be raised from a) parish owned part of Nun's Walk hole- potential for filling.

b) Present village hall site-sale c)Developers contributions-thought to be about 10K per house.

 

Format of Plan

What will it look like?

Need for uniformity of approach in each section.

Suggested approach should include these sections:-

•  What can I do? (individuals in the village)
•  What can we do? (the village community together)
•  Where do we need to get external help
•  What is the cost?
•  How can we raise the money? + general overall funding
•  Identify areas of potential conflict
•  When?

At the draft stage we should consult with village, TVBC, Community Action Hampshire and Countryside Agency.

Aim by next meeting

Each group should have ideas of content of draft consistent with the above guidelines.
