2. Treasurer's report
Jeremy had written to the Countryside Agency to inform them that the unspent portion of the grant would be used in the new financial year (Apr 04-Mar 05)
3. Review of consultation summaries
The “raw” data had all been collected but would not be published on the village web site, although it would be available on request.
Notes of the “Old and New Villagers” had not yet been circulated.

About 6 consultations with landowners had taken place. Meetings had still to be held with the Longparish estate, the MOD and Testway Housing ( Mary Jo and Jeremy ). Information from the meetings would be made available only on a “need to know” basis.
Actions:
Þ Raw data for the Sports consultation would be circulated again by Mary Jo and Christine .

4. School development project
The architect had made modifications to the plans to improve access and use of the kitchen and the lobby. A copy was with Jeremy and steering group members were welcome to examine them. The issue of how the hall would be managed was still to be addressed. Gloria was unable to attend the sub-committee's next meeting and David volunteered to represent the Parish Plan Steering Group in her place on 24 March.
David had analysed the comments made by villagers during the consultation exhibitions and meetings which had a bearing on the provision of a community hall. He had then summarised them in a blueprint for the ideal village hall, its location, its form and its use. There was an extensive debate on the value of the comments made, and whether they could justifiably be claimed to represent the views of the village as a whole. Some, but not all, members felt that the sample was sufficiently large to be valid and that this information should be shared with the school to ensure that decisions about the new community hall would be made on the basis of known needs and aspirations.
Action:
Þ David to circulate his paper to all, inviting comments
5. Next step: the Questionnaire
The steering group had agreed that the next consultation step would be a form of questionnaire distributed to every household in the village to give all villagers to opportunity to contribute to the plan. Before designing the questionnaire, it was essential to consider what information would be collected, and how that information would be used. As this was likely to be a time-consuming exercise, the steering group would get together for an:
Away day on Saturday 1 May from 10.30am to 5pm . Venue to be confirmed in nearer the time.
Actions:
ALL to be familiar with all summaries and raw data from consultations.
ALL to identify issues to be investigated further though the questionnaire
Mike to speak to Steve Lees at TVBC for guidance on useful outcomes to aim for
ALL to outline their own vision and circulate before the away day
Fiona to contact CAH (Community Action Hampshire) for examples of existing questionnaires
Fiona to check availability of Village Hall and TVBC room
Christine to check Gurkha Gallery in Winchester. After note: £30 an hour, no discount for this project.

6 . Parish Council annual Meeting – 19 April 2004 at 7.30pm in the Village Hall
Open to the public and an opportunity to report on the Parish Plan.
Actions:
David and Christine volunteered to represent the steering group and give a short report on achievements to date and future actions.
7. Other business
Jeremy reported that the school development committee had invited the Parish Plan steering group to nominate someone join a working group to propose ideas for some art work to be incorporated into a large window in the new hall. Suggestions for funding, artists and themes welcome.
