Broadband within the village

Martin Lampard and David Gould expressed their interest in getting broadband Internet facilities in our village. Reasons included:- quicker access, very fast download speeds, ability to use the phone while connected to the net, ability to serve more than one computer within a household. Fiona proposed that a group be set up to explore the options for getting broadband in the village. A group was set up with 4 core members. Martin Lampard to lead the group, Alix Bremridge and David Wright from the Parish Plan Committee and David Gould.

Further discussion and planning of consultation process

Monitoring consultation

Fiona explained how she got the population monitoring figures using electoral roll and census information. To date, the representation by age group is fine, but there are some concerns about geographical representation. North Acre and the “outlying areas” of the parish (mainly the outlying farms, Harewood & Longparish Station, and the houses near Andover Down that are within our parish boundary) have been underrepresented to date.

We should address North Acre representation with our planned exhibition, but we felt that we should directly address people in the outlying areas of the Parish. It is possible that some feel that they are part of other parishes to which they are perhaps geographically closer. We agreed that they should be actively invited to take part in the Longparish Consultation process – if they do not wish to do so, then we would understand.

Actions

•  Individual invitation by post to the North Acre exhibition. - Cheryl & Fiona
•  List of names and addresses to be drawn up by Fiona
•  Photocopying by   David   - There is a deadline of 12 th Sept for the photocopying
•  Letters to be addressed and sent by Gloria/Paula (claim on expenses)

Getting contributions from young people & children

Fiona has spoken with Jo Dixon   (Community resources adviser, Community Action Hampshire) about our methods of consultation. She is happy with our methods and relieved that our final aim is the questionnaire. So many other villages have used a questionnaire as a starting point and this often creates more problems than it solves.

Fiona has also sought the advice of Giv Thornton (Rural community development worker, Community Action Hampshire) about how to reach the young people in our community. Potential help also available from Youth Options Scheme and youth workers.

Actions

•  Fiona to explore the possibility of someone from these agencies speaking at our next meeting or maybe a separate one
•  Contact to be made with the local school to see if staff and children would be responsive to the idea of consultation about the Parish Plan. Main staff contact responsible for citizenship- Sue Isherwood. - Nona

The web is a useful tool for communication. It was suggested that a forum be set up. At present the committee felt that it might be a useful adjunct to communication later in the project.

•  DEFRA leaflet about rural service standards.
•  Conference at Winchester Guildhall on 30 th September “Transport and social exclusion.” £15 delegate fee Nona expressed an interest. Contact Helen Willis on 01962 847042
