The Government has announced plans to simplify local government by abolishing the current two-tier structure (County and District Councils). Within two years Hampshire County Council and all District Councils, including Test Valley, will be dissolved and replaced by one Unitary Authority responsible for delivering all services from education to planning, social care, and road maintenance.

Proposals under consideration are:

  • Test Valley is proposing to merge with Winchester, East Hampshire and potentially the New Forest.

  • Hampshire County Council proposes a South-West Unitary consisting of Eastleigh, the New Forest, Southampton and Test Valley.
